According to the UDEC report (2002), most existing business policies and regulations were set up with large businesses in mind and are inappropriate for smaller enterprises. Organizational Environmental Uncertainties
From the genesis of management studies it has been recognized that organizations do not operate in a vacuum. In the seminal work, The Functions of the Executive, Chester Barnard (1938) theorized that an organization’s survival was dependent on its ability to sustain a balance with its external environment by readjusting its internal processes to match the various elements in the environment (Barnard, 1938, p. 6). The principal regulatory requirements are licensing, information transmission requirements, and prudential norms. These should be used in line with the objectives of the regulatory design discussed above. Reviewing the experience of four countries shows a similar gradual approach to licensing requirements: newer and smaller institutions are encouraged to apply for licensing without much regulatory requirement while larger institutions are regulated and supervised more closely and strictly.

Every year the world's largest PR firm conducts a significant study of trust and credibility. The 2009 Edelman Trust Barometer for the first time includes Australia. 74% of Australians surveyed trust companies less than a year ago -- 4th highest of 20 countries and above the global response of 62%. Only 39% of Australians trust companies to do what is right; much less than in all of our trading partners. Global response was 49%. 53% of Australians trust government to do what is right, well above their trust of Australian business, and the global figure of 44%. "This year's Trust Barometer leaves no doubt there are tangible consequences for businesses that gain -- or lack -- the trust of their stakeholders. Trust influences consumer spending, corporate reputation, and a company's ability to navigate regulatory environment."

Compliance and risk professionals spend a lot of their time demonstrating their businesses meet regulatory requirements through reviews, completing checklists and compiling reports. In today's world there is a need for professionals to spend more time focusing on preparing their businesses against unknown risks - or black swan events. To achieve this the regulatory compliance aspect of their roles needs to be simpler and more automated. This article describes one such way of achieving this.
