| Generation X has joined the workforce of the new economy. Unlike the baby boomers who preceded them, generation Xers cannot and do not seek like-long learning. The seek employability over employment: they value career self-reliance (Elsdon and Iyer, 1999). They have joined a workforce dominated by 77 million baby boomers, many of whom, because of poor financial planning or personal satisfaction derived from work, do not willingly make room for Xers on corporate hierarchical ladder (Laabs, 1996). |

| Over 690 vocational training centres are registered with the Vocational Education
and Training Authority (VETA),38 over 90 per cent of which are either private businesses
or NGOs. VETA centres do offer skills training courses suitable for self-employment
(tailoring, batik making, housekeeping, etc), but UDEC (2003) states that the primary
emphasis on training is for employability in large public and private enterprises. Because
there are few jobs available, most of the VETA graduates go unemployed or are
inadequately trained for entrepreneurship. Data on the proportion of women students is
not available. |

It’s Not about Unemployment – It’s about Employability

| Employers are discovering increasing numbers of high school graduates who cannot do “applied” math, perform basic measurements and fill out job applications. In other words, “they are graduates who are not employable.”Our culture and our education system are only producing a small percentage of individuals who are taking a “challenging curriculum” so they are truly prepared for the rigors of college or a knowledge-based workplace.” We must understand that our new concern is not unemployment but “employability!” |

Moving Forward After Organizational Restructuring

| Since the early 1980s, a wave of reorganization has emerged. The plight of displaced employees has received great attention, as evidenced by the many programs for helping them retrain, relocate, increase their employability and regain their emotional stability. Relief comes to an organization after restructuring when everyone assumes that the worst has passed. However, the readjustment process for the remaining employees may become a shocking experience for the organization. |
