Data from a 1997-98 training needs assessment of informal sector operators found that over 75 per cent of informal sector operators had primary education, while only seven per cent had attended vocational training courses. Most had acquired their skills in a variety of trades through apprenticeships or directly from their peers, but were unaware of the theoretical aspects (reported in Mlingi, 2000, p. 81). Only 5.3 per cent of the MSEs in the Swisscontact (2003) study had received any entrepreneurship training, and even fewer in new product technologies or costing and pricing. This suggests that most MSEs are “learning through trial and error” or from the practical know-how of other operators.

10.1 The education system: Support for Growth-oriented Women Entrepreneurs in Tanzania, 2005
Over 690 vocational training centres are registered with the Vocational Education and Training Authority (VETA),38 over 90 per cent of which are either private businesses or NGOs. VETA centres do offer skills training courses suitable for self-employment (tailoring, batik making, housekeeping, etc), but UDEC (2003) states that the primary emphasis on training is for employability in large public and private enterprises. Because there are few jobs available, most of the VETA graduates go unemployed or are inadequately trained for entrepreneurship. Data on the proportion of women students is not available.

8.0 Promotion of women’s entrepreneurship: Support for Growth-oriented Women Entrepreneurs in Tanzania, 2005
According to key informants from the University of Dar es Salaam, entrepreneurship is only now becoming considered a legitimate and valued activity in Tanzania. There is a huge need to increase this and to create more awareness of the important role that owners of micro and small enterprises play in the economy. A much higher value has to be attached to opportunities in the SME sector and to the role of entrepreneurs so as to make it an acceptable and preferred option for college and university graduates, the next generation of entrepreneurs.

5.4 Inclusion of women in the SME Development Policy: Support for Growth-oriented Women Entrepreneurs in Tanzania, 2005
Recognizing that women have less access to productive resources such as land, credit and education due to cultural barriers, and that they stand on uneven ground, the SME Development Policy specifies that gender mainstreaming will be enhanced in all initiatives pertaining to SME development, and outlines the need for specific measures that promote women’s entrepreneurship. These are stated as follows:

How Enzo Ferrari Started Out: The Birth of an Automotive Visionary
Growing up an uneducated man, Enzo Ferrari started out life as a mule-skinner, but became one of automotive industry's biggest visionaries by founding the Ferrari racing team and eventually the luxury sports car brand that bears his name. What started as a lifetime desire to race cars developed into one of the most luxurious sports cars ever manufactured.

Ferrari Turns His Dream Into a Dream for Others
“The Ferrari is a dream - people dream of owning this special vehicle and for most people it will remain a dream apart from for those lucky few,” Ferrari said about his production sports cars. During his career at Alfa Romeo, Ferrari would have many ups and downs. Even though his Scuderia Ferrari racing team would be a successful venture for Alfa, the company would eventually pull their funding for the race team in 1933.

Lesson #1: Consistency is Important
"Consistency is the most important thing in business," Enzo Ferrari once said. Ferrari began racing open wheeled race cars for Alfa Romeo and gained success by being a consistent driver on the local circuit. His success was so consistent that Alfa offered him a spot on the more prestigious racing circuit. He turned them down and for some unknown reason, did not race again for another four years.

Lesson #2: Pursue Ambitious Goals
"It is not negotiable," Enzo Ferrari told his employees about advancing the technology of his race cars. Ferrari believed that you had to pursue ambitious goals to be successful in the automotive industry. Even though he only built production cars to support his racing teams, Ferrari still believed that a person had to set high goals for everything they did, whether it be racing cars or designing cars. It did not matter to him if the car was designed to win a race or to be driven on the streets by everyday drivers, he demanded the highest standards from his employees, as well as himself.

Lesson #3: Look Towards the Future
"Aerodynamics are for people who can't build engines," Said Enzo Ferrari. The car engine was the most important thing that Ferrari concentrated on when he was building race and production cars. The innovations, horsepower and designs were unmatched by any other manufacturer when Ferrari first attempted to innovate his race cars. Only after the success of his engines did his competitor's believe that his innovations were a viable option.

Lesson #4: Keep Up With Your Competitors
“You stick to building tractors and I will stick to building sports cars," Enzo Ferrari said to Ferruccio Lamborghini when he presented some concerns about the Ferrari automobile Lamborghini owned. This started a rivalry that would make Enzo learn that the rest of the car was also important.

Lesson #5: People Are More Important Than Cars
“There is no triumph or glory in the world that's worth an inch of human skin," Enzo Ferrari was once quoted as saying after one of his drivers was killed in a race accident. Ferrari faced a lot of tragedy in his life, including the death of his first son, Alfredo Ferrari, best known as Dino. This death affected Ferrari throughout his career and made him pay a lot of attention to people.

“Lamborghini Trattori was completely self-sufficient, so I turned my interests to other industries,” Ferruccio Lamborghini was quoted as saying about his expansion into other industries. After becoming a multimillionaire in the tractor industry, he turned his interest to a new industry, heating and air conditioning. Lamborghini was good at figuring out future business successes and this was an industry that few ventured into at the time.

Ferruccio Lamborghini Began Life as a Farm Boy
Ferruccio Lamborghini did not start life as a wealthy man. Instead, he worked for everything he got. Growing up on a farm owned by his parents, Lamborghini was not interested in the farming life. He was more intrigued in how the equipment on the farm operated. This love of machinery is what made him become one of Italy's richest entrepreneurs and would lead to his creation of one of the most luxurious sports cars in the automobile industry.

Lesson #1: Do What You Love
"I liked to take things apart when I was younger," Ferruccio Lamborghini said about starting his tractor business. That love of machinery made Lamborghini look at business as more than a way to make money. He not only wanted to earn a living, he wanted to earn a living do something that he loved to do and that was building machinery. He also noticed that most of Italy's industry was used to support the war effort and little machinery was available for the working people.

Lesson #2: Produce What People Need
"I saw a need and had an instinct of what people had to have after the war," Ferruccio Lamborghini said. He was good at recognizing what people needed and it just so happened that he knew how to offer it to them. His skills as a mechanic made building tractors a perfect fit for a business start-up. Since most of the industries in Italy were used for the war effort, he knew that something had to be done to help people out and make life easier for them.

Lesson #3: Remain Approachable
"One thing I tell all the young people around me is to remain approachable," Ferruccio Lamborghini said in one of the last interviewed he ever gave. If Enzo Ferrari would have been approachable and listened to Lamborghini, we may never have seen the Automobili Lamborghini started and the improvements to the high-performance sports cars we see today.

Lesson #4: Set Yourself Apart From the Competition
Ferruccio Lamborghini spent a lifetime making sure that his tractors, automobile and other products he manufactured were different from his competition. "Look at what others are not doing with their products and perfecting it," he would often say. He believed that his companies had to set a higher standard than the others, especially when it came to high-performance sports cars.

Lesson #5: Hire the Best
"Well, in the early Sixties there was quite a number of designers and stylists to choose from. But Scaglione arrived at my place in a big shiny Mercedes, immaculately dressed and accompanied by a breathtakingly beautiful secretary. ‘Your car will be ready in a week,’ he told me. So I gave him the job. In the end my car was bodied in a ramshackle hut that hardly measured three or four meters long," Ferruccio Lamborghini would say about how he chose his first automobile engineer. This started a relationship that lasted many years, but Lamborghini was still the main engineer.
