| From the genesis of management studies it has been recognized that organizations do not operate in a vacuum. In the seminal work, The Functions of the Executive, Chester Barnard (1938) theorized that an organization’s survival was dependent on its ability to sustain a balance with its external environment by readjusting its internal processes to match the various elements in the environment (Barnard, 1938, p. 6). In recognition of Barnard’s observation that firms must maintain equilibrium in an ever-changing environment, a considerable body of literature has developed that is devoted to conceptualizing and comprehending the external environment and its role in management theory.

| In Malawi poverty is more persistent in the rural areas at about 65.3% of the population. The
recent poverty profile (National Economic Council, 2000) suggests that these poor are characterised
by malnutrition, lack of income earning opportunities, and unfavourable production environment.
Female-headed households, which are estimated to be about 35% nationally, are consistently
poorer than male-headed households, and are mainly engaged in subsistence farming and petty
trading activities. |

4.2.1 The gendered nature of poverty

| Over two thirds of those living in absolute poverty are women (UNDP, 1998). As noted earlier, women are very heavily concentrated in the most marginal survival enterprises (often working at home) and in wage employment in secondary labour markets that are characterised by low skills and high turnover. In Sub-Saharan Africa, they also undertake the bulk of agricultural production. The 'training crisis' is, therefore, overwhelmingly linked to the economic and social vulnerability of women and particularly the multiple constraints that prevent them from exploiting training opportunities. |
