Introduction - MicroStart: Finding and Feeding Breakthroughs

| UNDP's Special Unit for Microfinance (SUM) commissioned a mid-term evaluation of its MicroStart program to take place in September-October 1999. SUM believed that an evaluation at this time would identify areas for improvement while there was still time to make changes. SUM directed us, as evaluators, to focus on the validity of the assumptions underlying MicroStart and on the processes used to implement it, rather than on the impact of the program. |

| We are sometimes called on to work with policy makers in a variety of organizations we are associated with in our personal, business and volunteer lives. Working with these policy makers can be very rewarding and can be very frustrating. Since 1970 I have been working with policy makers at all levels of government, non-profits, businesses, institutions and other organizations. | Micro-finance operators in Tanzania function within the framework of the
Government’s National Micro Finance Policy of 2000. The objectives of this policy are
to provide the basis for the evolution of an efficient and effective micro-finance system
to serve the low segment of society and contribute to economic growth and poverty
reduction (as described in MIT, 2002). The policy establishes a framework within which
micro-finance operators will develop, lays out the principles to guide operations of the
system, defines roles and responsibilities of actors, and provides guidelines for
coordinating mechanisms. The Central Bank was given the mandate to coordinate
implementation of the policy. It is interesting to note that the Micro Finance Policy
includes “gender equity” as a best practice. |

| It has been one of the more interesting weeks in the world of Government of Canada procurement policy-making.
Despite the numerous “outward facing” storylines that can be pursued in terms of GoC activity, the real action (or lack thereof) is actually within the supplier community itself.
I am of course referring to the ongoing inability of associations and lobbying groups to respond to government policy outside of the confines of a narrowly defined platform. A platform I would add in which the tempo is being set by the government.
