In 1991, 1.82 million people immigrated to the United States, according to the U.S. Department of Homeland Security’s Office of Immigration Statistics. By 2000, that figure had dropped to 849,807. Although it was back up some to 1.06 million in 2002, it had dropped again to 705,827 by the end of the 2003 fiscal year.
