The modern world has always encompassed extremes of affluence and poverty. But in 2005 the confluence of advocacy, political serendipity and natural disaster has rapidly pushed the plight of the impoverished up the agenda of the wealthy as never before. The sharpness of the challenge being thrown down on behalf of the poor and the pressure on the rich to take action in response is unprecedented, as is the level of debate on a topic previously all but ignored by the public and mainstream media.

In recent years, Tanzania has embarked upon the economic recovery process and is continuing to build upon and address the needs of MSMEs. Key informants from the MIT-SME Section acknowledged the current and future potential of women entrepreneurs and, although seriously under-resourced for the tasks ahead, the SME Section is enthusiastic and committed to working with the international donor community to support this target group. Coordination of all support efforts is crucial. A mechanism for achieving this is recommended – either an officer fully dedicated to the development of women’s enterprise or the establishment of a more formal Office for Women’s Enterprise Development (OWED).

Microfinance initiatives are more likely to succeed in a supportive national, regional, and international environment. Whereas the foregoing discussion has focused on microfinance lessons for the local level, this section will broaden the scope with lessons that scale up through the state to the global community.
Reinventing Foreign Aid: "Help Us Help Ourselves"
Participants discussed how to improve aid allocation, increase its efficiency and reduce wastage. The goal is to deploy aid better to enhance the prospects for sustainable development, said Robert Klitgaard, Professor of International Development and Security and Dean, The RAND Graduate School, USA. Joaquim Alberto Chissano, President of Mozambique, agreed that the key issue is efficiency. He noted that often while donors and recipients might agree on principles and delivery terms, full implementation of aid programmes are often not smooth or timely. Problems arise sometimes for such simple reasons as the difference between when the fiscal year begins in developing countries and developed ones. The aid community must look at ways to solve problems and improve efficiency so that non performing countries become performing ones.

Countries may also need to make difficult choices regarding trade-offs between competing policy objectives. Achieving more sustainable development will thus require a concerted effort from developing countries, the international community, and the international financial institutions.
Compassion International Invests USD 5 Million in Opportunity International to Develop Microfinance in Africa
Compassion International, one of the world’s largest Christian child development organizations, will invest USD 5 million over the next five years in fellow Christian microfinance institution (MFI) Opportunity International. With this funding Opportunity International will expand its microfinance operations in Ghana, Kenya and Rwanda, offering microloans, savings accounts, insurance and business training to the families of Compassion-sponsored children and other community members.
