While We Were Sleeping: A Story of Misdirected Efforts in the World of Public Sector Procurement Policy

| It has been one of the more interesting weeks in the world of Government of Canada procurement policy-making.
Despite the numerous “outward facing” storylines that can be pursued in terms of GoC activity, the real action (or lack thereof) is actually within the supplier community itself.
I am of course referring to the ongoing inability of associations and lobbying groups to respond to government policy outside of the confines of a narrowly defined platform. A platform I would add in which the tempo is being set by the government.

Solid Growth in Sight, but There Are Risks

| Solid growth is expected to continue in 2005 and 2006 –
although at a slightly lower rate of 4.7 per cent in 2005
as the effect of new Central African oil fields ends. West
Africa is expected to recover in 2005 and 2006, while the
trend of positive growth in Eastern Africa and Southern
Africa will continue over the next two years, reflecting
rising oil production in Angola and improved performance
in South Africa. This positive outlook is however highly
dependent on the continuous expansion of the global
economy, an overall easing of regional conflicts, and
favourable weather conditions. |

| Gary Bertwistle is one of Australia's foremost thought leaders on creativity. In 2001 Gary designed and built The Ideas Vault, Australia's first ever dedicated creative space, designed specifically for the generation of better ideas.
In early 2007 Gary self-published his first book entitled 'The Keys to Creativity'. Gary's second book 'Who Stole my Mojo?', was released in June 2008. In June 2009, 'What Made You Think of That?' was published and Gary's latest book, 'The Vibe', has just been published.
