Macroeconomic performance is undermined by rising labour costs associated with the pandemic, through skills shortages, sickness and absenteeism and reduced productivity and economic competitiveness, resulting in a shrinking tax base, less foreign investment and fewer jobs.

Methodology : Exploring entrepreneurship in a declining economy
A sample of 160 entrepreneurs located in different parts of Borno State in the North Eastern part of Nigeria was randomly selected from a list of small businesses furnished by the Ministry of Trade and Industry. Since the focus of this study was on business start-ups after the economic decline had began, only those entrepreneurs who had started their businesses after 1983 qualified for inclusion in this study.

Both central and state governments have enacted laws on labour issues. Central laws grant powers to officers under central government in some cases and to the officers of the state governments in some cases.
