IFC and Microfinance in Africa: Building Strong Commercial Institutions

| The International Finance Corporation (IFC)-the private sector arm of the World Bank Group-has $4 billion invested in various kinds of financial institutions in 88 countries: including banks, leasing companies, credit rating agencies, and pension funds. IFC also has $256 million invested in 56 microfinance institutions in 38 countries, reaching more than 1.3 million clients. Institutions in Southern Europe, Central Asia, and Latin America currently comprise the lion's share of this portfolio, but Africa is a growing emphasis as well. |

| Please Note that the U.S. Small Business Administration does not offer grants to start or expand small businesses, though it does offer a wide variety of loan programs. While the SBA does offer some grant programs, these are generally designed to expand and enhance organizations that provide small business management, technical, or financial assistance. These grants generally support non-profit organizations, intermediary lending institutions, and state and local governments. (See Federal and State Technology Partnership Program) |

Export Express

| SBA Export Express combines the SBA’s small business lending assistance with its technical assistance programs to help small businesses that have traditionally had difficulty in obtaining adequate export financing. The pilot program is available throughout the country and is expected to run through September 30, 2005. |

| The second major hypothesis behind MicroStart is that technical assistance from an experienced microfinance organization or consulting firm can help build the capacity of small, young MFIs. |

Are Small Capital Grants Worthwhile?

| The MicroStart approach is to make small grants available to participating MFIs. These grants can be used to cover operating losses or to capitalize loan funds. SUM staff wanted these grants to be a way to funnel small doses of funds in a way that would not overwhelm a small and young MFI’s capacity to absorb them. Each grant has a ceiling of $150,000 and is used for either covering operating losses and/or for loan capital.

| The 8(a) Program (named after the section of the Small Business Act from which it comes) is an SBA program created to help small disadvantaged businesses better compete in the U.S. marketplace and within the arena of government procurement. The SBA provides business development, technical assistance and other services to the small businesses that are accepted into the 8(a) program. |

SBA Loan Program Basic

| All SBA loan programs lend to small businesses unable to secure financing on reasonable terms through normal lending channels. The loan programs are operated through private-sector lenders that provide loans which are, in turn, guaranteed by the SBA. Keep in mind that the SBA has no funds for direct lending or grants. Most private lenders (banks, credit unions, etc.) are familiar with SBA loan programs so you should contact your local lender for further information and assistance in the SBA loan application process.

In addition, the grantees can create “land banks” to assemble, temporarily manage, and dispose of vacant properties. |

| Business owners seeking grants for their businesses must understand the process. Grants, just like other methods of financing, have their unique qualities. Knowing how and when to access grant funding is important in not wasting time and money, then not winning the grant. |
