And the second point is - is this a boondoggle in the making? My understanding is that departments are not falling over themselves to buy in to this initiative. But they have to subscribe, at least on paper, if they want funding from Treasury Board. I suspect many departments are paying lip service, waiting to see how it will all unfurl. Does anyone have a good knowledge of what the real situation is? |

Through the modern miracle of email, the board packages show up in my inbox – hopefully a few days (rather than a few hours – or even minutes) before the board meeting. | Let me take you back a few years to my government days, when I was head of the Corporate Development team within Treasury. One of the areas my team looked after was Strategic and Business Planning for the department and all of the little units within the department.
Now at that time Treasury was renowned for its planning. They loved having other departments take time to plan their strategies, projects and priorities. They created massive guideline manuals that made the Yellow Pages look like a weekly women's magazine so people knew EXACTLY how to plan. They had whole teams of people scrutinizing the details in each department's plans.

| I was at a board meeting recently where the board and management was discussing the company’s market position. This is a strong company that leads its market and, as a result, one of the board members stated that we were “the 800 pound gorilla in the market.” In my world view, the market was still relatively small so I suggested that we were the 12 pound gorilla. While this got a chuckle, it was instructive and moved the conversation down an interesting path. |
