| Perhaps it’s time for Ethics to take its seat at the table. To be a central part of the ‘inner sanctum’ of thoughtful discussion when decision-makers have tough choices to make. It’s long past time for ethics to stop being the appendage to the body of how we come to decision and then action and actually be the guiding brain of how we do that. Ethics should be the litmus test against which all decisions should be measured. It should be integrated into the way we think even as individuals as we move through our lives and come up against tough choices that we each inevitably have to make in our lives. |

| The general picture of the continental performance that was shown in figure 4.1
masks the gains and losses made at the subregional and country levels. Figure 4.3
gives the situation at the subregional level and it compares five subregions defined
around some of the RECs. In 1980, the most diversified subregions were COMESA
and ECOWAS. The least diversified was CEMAC with SADC and North Africa in
between. By 2002, the diversification gains at the subregional level had changed,
with the most significant gains made by SADC, which is now the most diversified
subregion on the continent. It is followed by COMESA and North Africa. CEMAC
has remained the least diversified subregion. |

| The experience of the richer powers today shows that the private sector provides the base for a country's development, said Paul Martin, Prime Minister of Canada. Visitors to most developing countries see evidence of widespread entrepreneurship in bazaars and markets and of the skills possessed by local people. So why have these nations not also been able to make the same economic advances as countries in Europe and North America? One explanation he has heard, said Martin, is that indigenous business has no confidence that it will be able to overcome the various administrative barriers that dominate economic life, that property rights can be protected, or that legal systems can bring real justice.
